It rained cats and dogs yesterday, during the SUG House of Reps sitting as
the Honourables registered their dissatisfaction with the
"unconstitutional" manner with which the SUG President prepared the
budget. It was affirmed by the House Members that the SUG HOUSE
constitutionally is an integral part of the budget-making process under
Section 128 of the SUG Constitution.
"Under the Constitution, it is the responsibility of the SUG HOUS OF
REPS to approve the SUG budget and along with that make necessary
amends, regarding the allocations to the SUG judiciary and legislature" stated Hon. Chidiebere Onyeme. Continue...
It was said that the SUG President by-passed this process and proceeded
to the authorities to obtain the Kick-off grant of his own making and
approval. It was further averred that Mr. President initially drafted
15% of the Kick-off grant for the SUG legislature, but this was changed
after some amendments made by the Dean of Students' Affairs. As it
stands, the legislature (Reps & Senate) is allocated 20%, the
judiciary 10% and the Executive 65%, the remaining 5% is slated to stay
in the SUG treasury. Whereas this may be a fair share in my opinion,
some House Members disagree.
The HOUSE finally, moved a motion to summon Mr. President to explicate more on the budget-making process. As at the moment, the Start-up fund is said to have been frozen until issues are resolved.
On a second note, the House also set-up a 5-man committee headed by Hon. Egbung Godwin from Helath Sciences to review the appointees in the SUG judiciary.
